HOS, Attorney General Charges Justice Staff

…Rewards outstanding Officers. The Lagos State Head of Service, Mr. Hakeem Muri-Okunola  and the Commissioner for Justice and Attorney-General, Mr. Moyosore Onigbanjo SAN has charged staff of the Ministry of Justice as well as State counsel to be efficient and transparent in the discharge of their duties. In his address at a merit award/end of the year ceremony organised by the Ministry of Justice recently, the State’s Head of Service urged the awardees and members of staff to be up and doing in the discharge of their responsibilities. Muri-Okunola stated that the success of every government is determined by its ability to provide prompt and efficient service delivery and this can only be possible when staff of the ministry work together in peace and harmony to remit a top-notch and quality service delivery. The Commissioner for Justice and Attorney General, Mr. Moyosore Onigbanjo SAN expressed pride and satisfaction towards the high performance of the State counsels and staff of the ministry in both the senior and junior category, stating that due to the quality of work put forth, the ministry has helped the State Government in upholding the rule of law as well as delivering adequate justice to residents in line with the T.H.E.M.E.S agenda of Mr. Governor. Onigbanjo urged the awardees to continue the good work noting that the ministry will continue to recognize the efforts of individuals with outstanding track record of contributions in the ministry towards public service delivery Also speaking during the 2 -day ceremony, the Solicitor General/Permanent Secretary, Ms. Titilayo Shitta-Bey, explained that the idea of the Awards ceremony was a way of promoting a healthy professional rivalry among officers in order to continually promote the ethics of global best practices in legal  and service delivery In her words; “Everyone has their bit to contribute regardless of how big or little it may seem. The service delivery of the State counsel is just as important as the service delivery of the cleaners and security personnels in the Ministry”. “The most important thing is to execute your duty with passion, diligence, integrity and professionalism” Speaking further, Ms. Shitta-Bey applauded the Directors of the Ministry as well as members of staff for their patience, diligence and dedication to public service delivery noting that sometimes it can be extremely demanding, either mentally or emotionally but urged them to be diligent, transparent, and accountable in the discharge of their duties. There were awards for outstanding officers in the junior,senior and project officers categories.

LASG Begins Sensitization on The Administration Of Criminal Justice (Amendment) Law 2021: Holds Magistrates Workshop

In a continuous bid to ensure the effective implementation of the Lagos State Administration of Criminal Justice (Amendment) Law, 2021 (ACJL), the State Government has organised the first batch of workshop for Magistrates in Lagos on salient provisions in the amended ACJL Law. Addressing participants at the workshop, the Lagos State Commissioner for Justice and Attorney-General, Mr. Moyosore Onigbanjo (SAN), noted that the workshop serves as a platform to familiarize and dissect the new provisions of ACJL with a view to effectively implement and build on the progress made so far in justice delivery. The commissioner who was represented by the Solicitor General and Permanent Secretary, Ms. Titilayo Shitta-Bey noted that ACJL was first passed in 2007 and amended in 2011 (more than ten (10) years ago) to ensure that the Fundamental Rights of suspects and persons that come into contact with the justice system, as enshrined in the Constitution are protected. He stressed that to further strengthen the justice system, Mr Governor assented to the  ACJL(Amendment),2021 as well as address the issue of delay in the administration of criminal justice. According to him, the workshop for the Magistrates is pivotal as they play a huge role in decongesting of the Correctional Facilities, being the major stakeholder before a suspect is remanded into custody. He noted that Magistrate Courts handle about 65% of the criminal cases in the State, and are responsible for handling minor offences summarily. Noting the efforts of the State Government in the administration of criminal Justice, the Solicitor-General and Permanent Secretary Ministry of Justice, Ms. Titilayo Shitta-Bey, highlighted the various Amendments and innovations, which has set the pace for other States. She noted that in addition to the overview of the ACJL Law 2021; the workshop will also address the implementation of Restorative justice and other non- custodial measures such Community sentencing, Plea Bargain amongst others. Facilitators at the workshop include Hon. Justice Adenike Coker, Mr. Joseph Otteh, Founder Access to Justice, Director, Lagos Multidoor Court House, Mrs. Adeyinka Aroyewun, Director, Lagos State Community Service Unit, Ms. Shakirat Kotun amongst others.

LASG Sensitizes Stakeholders On Plea Bargain And District Prosecutor’s Scheme.

As part of its efforts in the continuous decongestation of correctional facilities across the State and ensuring quick dispensation of justice, the Lagos State Ministry of Justice through the Directorate of Public Prosecutions (DPP) on Friday held a stakeholder’s meeting to further enhance and promote plea bargain and district prosecutor’s scheme of the State Government. Addressing participants at the meeting which was an hybrid version of both physical and online, the Lagos State Commissioner for Justice and Attorney General, Mr. Moyosore Onigbanjo(S.A.N) noted that the meeting presents an opportunity to create more awareness about the Plea Bargain and the District Prosecutors Scheme as well as a platform to receive feedback from stakeholders on how to improve and further strengthen the Plea Bargain and District Prosecutor Scheme. According to the Attorney General, The District Prosecutor Scheme took off in April 2020 following the recommendations of the Advisory Committee on Police Prosecutors at the Magistrate Courts, chaired by Mr. Fola Arthur-Worrey (former Solicitor General/Permanent Secretary Ministry of Justice), to set up a review mechanism that will ensure residents are not unnecessarily detained for charges that are civil in nature. “Based on these recommendations, Mr. Governors approval was sought and with the cooperation of the Lagos State Judiciary, the Ministry of Justice deployed District Prosecutor’s to three (3) Magistrates Courts (Ebute-Metta. lkorodu, Ogba) to vet charges prior to filing and ensure case files submitted for remand meet the evidential threshold required by law”. “Seeing the huge impact of this scheme, Lagos State Government extended the services to all Magistrate Court Houses across the State”. Onigbanjo noted. The commissioner also stated that plea bargain has served as an important tool to keep the wheel of justice moving in a timely and cost-effective manner as it has helped decongest the extremely congested correctional facilities in the State as available data reveals that the facilities exceed their capacity by 100% with inmates awaiting trial at 85%. “To demonstrate our commitment towards the exercise, we took plea bargain a step further about four (4) months ago, when i led a team of Lawyers to the Kirikiri Maximum Correctional Facility for a Plea Bargain sensitization exercise where more than 15 plea Bargain Agreements were executed onsite and sanctioned immediately by the Judges through Virtual Hearing”. Onigbanjo reiterated the present administration’s commitment to enhancing the administration of criminal justice in the State with the implementation of the use of video conferencing in criminal proceedings, Magistrates visits to Police Stations monthly, Prohibition of media parade of suspects, Remote Hearing, Award of compensation to victims of crime among others. He however sought the continued cooperation and partnership of stakeholders to implement the laudable initiatives. The Solicitor General and Permanent Secretary Ministry of Justice, Ms. Titilayo Shitta-bey stated in her welcome address that the State Government has done a lot to improve on its administration of justice system with the various innovations designed by the state which has set the pace for other states. According to her , the Plea Bargain has also assisted in the decongestion of prisons and promotion of speedy dispensation of justice in Lagos State which isn’t restricted to particular persons but for everyone irrespective of the person’s status (rich or poor/illiterate or literate), race and tribe. She also stated that the Ministry recently introduced District Prosecutor’s Scheme following the recommendation of a committee set up by the Attorney General and has created district prosecutor offices in magisterial districts in the state to screen and vet charges before cases are filed and assigned to the magistrate courts. The Director Public Prosecution,Lagos State Ministry of Justice, Mrs Adeyinka Adeyemi noted that the essence of the workshop is to eliminate the perceived misconception on plea bargaining hence the need for the sensitisation programme for stakeholders in the legal community as well as the public. She however reiterated that the application for plea bargaining is free while noting that over 500 applications have been reviewed and considered. The State program coordinator of The Rule of Law and Anti-Corruption (RoLAC) program, Mrs. Ajibola Ijimakinwa noted that the body has partnered with the State’s ministry of justice on plea bargain with the training of judges, magistrates and prosecutors and also the development of a plea bargain manual to sensitise lawyers and also judicial correspondents on how to report plea bargain processes and outcomes accurately. She commended Lagos State for being a pacesetter in the administration of criminal justice system while urging other states in the federation to emulate the giant strides achieved by the State. Reiterating the importance of the District Prosecutor’s Scheme, a guest speaker and  former Solicitor General and Permanent Secretary Ministry of Justice, Mr. Fola Arthur-Worrey stated that the District Prosecutor (DP) duty is to ensure that the Attorney General prosecutorial mandate is properly represented at the district level, and that only cases that satisfy the “reasonable suspicion” clause of the 1999 constitution and the “probable case” provision of the ACJL are allowed to pass through the vetting process and end up before the magistrate for trial or remand. This he noted will reduce the issue of congestion of cases while abuse of prosecutorial power would be checked and matters concerning actual suspects will proceed speedily. In his submission, an Associate Professor of Public law at the University of Lagos, Dr. Akeem Bello stated that one of the strategies to decongest correctional facilities is the periodic review of case dockets to identify problematic cases that may be reconsidered for plea bargaining while noting that the negative public perception about plea bargain need to be addressed through a systematic engagement and enlightenment of the public. Present at the meeting were representatives from the Legal unit of the Nigerian Police Force, lawyers, district prosecutors, law firms, representatives from the correctional facilities in the State, amongst others. Stakeholder’s Meeting with MDAs Working With Ministry Of Justice

In an effort to foster a better work relationship and enhance synergy between MDA’s working with Ministry of Justice in order to achieve prompt and effective dispensation of Justice in Lagos State, the Ministry of Justice on Friday, held an interactive session with MDA’s to dialogue on areas and issues of inter- Ministerial collaboration. The Stakeholders meeting with MDA’s which held at Adeyemi- Bero Auditorium ,Alausa had in attendance, Hon. Attorney-General and Commissioner for Justice , Mr. Moyosore Onigbanjo (SAN); Solicitor General and Permanent Secretary, Ministry of Justice, Ms. Titilayo Shitta-Bey, Permanent  Secretaries of Ministeries and heads of agencies working with the Ministry of Justice,  Directors of the Ministry of Justice and other dignitaries.

Lagos Ministry of Justice Receives Nasarawa State Attorney General And His Team

…to understudy operations of Lagos MOJ Today, the Lagos State Attorney General and Commissioner for Justice, Mr. Moyosore Onigbanjo, SAN received at his office at Alausa, Ikeja, the Honorable Attorney General and Commissioner for Justice, Nasarawa State, Dr. Abdulkarim Kana  and his  team from Nasarawa State Ministry of Justice, on a one-day working visit to understudy the operations of the Lagos State Ministry of Justice. The Nasarawa delegation was warmly received by the Lagos State Attorney General and his team comprising the Solicitor General and  Permanent Secretary, Ms. Titilayo Shitta-Bey, Director Public Prosecution, Mrs. Olayinka Adeyemi, Director Citizen’s Mediation Centre, Mrs. Abiola Oseni amongst other top Directors of the Ministry. The Attorney General Nasarawa State, Dr. Abdulkarim A. Kana during the visit sought for better collaboration between the two ministries to ensure an effective administration of Justice in the Country.

Lagos Solicitor- General Inaugurates MOJ Project Management Team

The Solicitor -General and Permanent Secretary, Ministry of Justice, Ms. Titilayo Shitta-Bey on Tuesday constituted the Project Management Team to manage the execution of Capital Projects  in Lagos State Ministry of Justice. The Project Management Team was inaugurated in line with the Head of Service Circular dated 21st April, 2021 on Establishment and Composition of Project Management Team and in compliance with Section 28 Sub (1) of Lagos State Public Procurement Law 2021. While inaugurating the MOJ Nine- member Project Management Team, the SG/PS noted that the team will be responsible for the overall decision on projects in compliance with business and  ministerial responsibilities and the needs of the Ministry. 530 Inmates Take Advantage of Plea Bargain In Lagos

…as LASG takes plea bargain session to Kirikiri 530 inmates in Correctional Centres in Lagos State have so far taken advantage of the Plea Bargain protocol since it was introduced in the State in 2017. The State Commissioner for Justice and Attorney- General, Moyosore Onigbanjo SAN, made the disclosure at the Kirikiri Maximum Custodial Centre in Lagos where he led officials of the ministry to a Plea & Sentence Bargain  sensitisation session for Awaiting Trial  Inmates. Onigbanjo said the process which is aimed at decongesting correctional facilities in Lagos State is in line with Governor Babajide Sanwo-olu’s reform initiative in  the administration of criminal justice in the State. The Attorney General explained that the Plea & Sentence Bargain process which is in collaboration with the Lagos State Command of the National Correctional Centre, the State Judiciary and the Lagos State Police Command will assist in efforts geared towards reducing the population of inmates awaiting trials in Correctional facilities in the State. He noted that the Plea Bargain option is aimed at Prison decongestion and not a ploy to compel inmates to plead guilty to lesser Charges. Onigbanjo said the severity of the offence, length of sentences and acceptance or rejection of the offers by the Judge are major determinants in a Plea Bargain process. He stated that 27 inmates in the Kirikiri Correctional Centre – 16 male and 11 females are beneficiaries of Thursday’s Plea Bargain session that will be replicated at the Ikoyi and Badagary Correctional Centres in Lagos State. The Solicitor-General and Permanent Secretary, Lagos State Ministry of Justice, Ms. Titilayo Shitta-Bey earlier in her welcome address, explained that the Plea Bargain process is in compliance with the Lagos State Justice Law 2015 and a testament to the State Government’s commitment to a robust  Administration of Criminal  Justice in the State. “We are here to correct the impression, that Plea Bargain is for the rich alone.  It is for everyone whether they are literate or illiterate, rich or poor,” Shitta-Bey said. The Controller of  Lagos State Command, Nigeria Correctional Centre, Adewale Adebisi said,  inmates congestion is the major challenge in all Correctional facilities in the state. According to him; the Centres are struggling to cope with the congestion caused by 6,000 inmates standing trials. He noted that some of the inmates in Kirikiri Maximum and Medium Correctional Centres have been in custody for 10 to 12 years without trial or conviction. He urged inmates who have been standing trial for a long time to consider the Plea Bargain option.

In order to encourage efficiency and enhance the performance of Officers, the Ministry of Justice, on Tuesday, recognised some of its personnel for discharging their duties meritoriously  In a ceremony presided over by the Attorney General and Commissioner for Justice, Mr. Moyosore Onigbanjo SAN and the SolicitorGeneral/ Permanent Secretary at the Conference Room of the Ministry, the recipients were encouraged to see the Awards as a recognition of their diligence to duty, and inspiration for better service  delivery at their duty posts. Onigbanjo acknowledged and expressed pride in the sterling performance of Counsel in the Ministry of Justice, maintaining that the quality of support the State Government gets from the Ministry  helps in upholding  the rule of Law, hence, the smooth running of the state. The Attorney- General charged the Awardees to eschew professionalism and hard work, stressing that the recognition accorded them was a way of appreciating their contributions to the    Ministry. In his words, ” Without an excellent team, the work of the State Government will not see the light of the day. The State Government is therefore blessed to have a team of excellent men and women at the Ministry of Justice. Without you, the State Governor will be like a general who has gone to battle without his troops. I may not be commending  all of you personally  for your contributions but I must assure you that none of your efforts has gone unnoticed. I have personally been taking records of performances and I can say that you have been on top of your profession”, Onigbanjo declared.  Also speaking during Awards ceremony, the Solicitor General and Permanent Secretary, Ms Titilayo Shitta-Bey, explained that the idea of the Awards ceremony was a way of promoting a healthy professional rivalry  among officers in order to Continually promote the ethics of global best practices in legal service delivery.
