PRESS RELEASE: LASG HOLDS STAKEHOLDER’S MEETING TO ENHANCE COLLABORATION FOR EFFECTIVE JUSTICE DELIVERY.

With the goal of improving collaborations amongst ministries and agencies in the State, the Lagos State Government, through the Ministry of Justice, organized a two-day stakeholders’ meeting with MDAs, themed “Enhancing Collaboration for Effective Justice Delivery,” from Wednesday, 23rd to Thursday, 24th October, 2024, at the Radisson Blu Hotel, Ikeja, Lagos. The meeting focused on addressing judicial challenges and promoting stronger cooperation among key institutions. The Deputy Governor of Lagos State, Dr. Obafemi Hamzat, while officially declaring the event opened, emphasized the significance of the Ministry’s efforts in organizing the program, noting that the state government is dedicated to creating a more responsive, inclusive, and efficient justice system for the benefit of all Lagosians, regardless of race, religion, or ethnicity. He acknowledged the complexity of justice delivery, noting that the difference between African countries and other developed nations is the rule of law and its advancements in science and technology. Hamzat stated that the rule of law is increasingly becoming a subset of technology and science, as both are transforming many lives, whether we embrace it or not. The Deputy Governor expressed concern about delays in justice, citing the prolonged case of a BRT driver accused of rape and murder, which has remained unresolved for over a year. He called on participants to critically review Lagos’ judicial processes and seek lasting solutions to these inefficiencies. He also called for urgent reforms in land management laws to combat the growing threats posed by climate change, particularly in a coastal city like Lagos. He stated that Lagos, a rapidly growing coastal megacity, is particularly vulnerable to the impacts of climate change. The combination of high population density, rapid urbanization, and being situated along the coast makes the city prone to flooding, land erosion, and subsidence. “The rising sea levels, along with the extreme weather patterns we are witnessing, place Lagos at significant risk of sinking in a few years if immediate action is not taken,” the Deputy Governor warned. He stressed that the existing land management system must be overhauled to mitigate these risks and ensure the future sustainability of the state. The Deputy Governor also highlighted that managing land effectively is a persistent challenge in Nigeria, particularly in Lagos State. “With a complex system of land ownership, traditional land rights, and bureaucratic processes, without proper regulation and reforms in land laws, we are not just risking environmental catastrophe but also exacerbating socioeconomic inequalities,” the Deputy Governor noted. He however, proposed that new land policies must take into account climate resilience and environmental sustainability. This includes better planning to prevent overdevelopment in flood-prone areas, stricter regulations on construction near the coastline, and enhanced public awareness of the environmental consequences of unregulated land use. Furthermore, the Deputy Governor called on all stakeholders, including environmental agencies, urban planners, and community leaders, to work together in addressing these issues. He called for immediate action to reform land laws in a way that prioritizes both environmental sustainability and the long-term security of the state’s coastal communities. Speaking earlier, the Hon. Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN, expressed his pleasure in hosting the event and underscored the importance of collaboration in the pursuit of justice. The AG stressed that the stakeholders meeting is a continuation of the discussions held earlier this year at the Y2024 Lagos Justice Summit, where recommendations were made to strengthen cooperation, transparency, and coordination among stakeholders. “The meeting will focus on several critical areas, starting with enhancing the co-ordination between law enforcement agencies and the Ministry of Justice” Pedro stated. He mentioned that one of the key areas of discussion is the growing number of cases involving the Lagos State Government that are currently pending in court. “As of July 2024, over 6,000 cases are tied to the government, spanning issues such as land disputes, physical planning, housing, road transportation, environment, chieftaincy matters, breach of contract, employment, and fundamental human rights. The financial exposure of these cases is estimated to be ₦114.5 billion”, He noted. He further stated that another session will focus on environmental and physical planning, with stakeholders from the Ministry of Environment, LASEPA, and other related agencies, discussing ways to improve service delivery in environmental management and urban development”. Proceeding to note that in the area of land administration, representatives from the Lands Bureau, NTDA, Office of the Surveyor General, and related agencies will rub minds to harmonize operations and address gaps in the enforcement of land-related laws. Pedro emphasized the need for stronger enforcement strategies while ensuring that agency actions align with existing laws and are people-friendly. Whilst drawing attention to issues related to chieftaincy matters and local government administration, the AG noted that there will be  discussions centered on the proliferation of chieftaincy titles and the involvement of traditional rulers in land transactions, as well as the increasing number of litigations surrounding these issues and finally, the future of local government administration in Lagos State will be explored, with a focus on improving efficiency and reducing conflicts. In reaffirming the State Government’s dedication to maintaining the rule of law, Pedro emphasized that delivering justice is not solely the responsibility of one institution; rather, it necessitates a collaborative effort that involves all legislative arms of government, law enforcement agencies, regulatory bodies, and the broader community. The opening ceremony concluded with a call for all stakeholders to engage meaningfully and contribute to building a more responsive, inclusive, and efficient justice system in Lagos State. The Ministry of Justice reaffirmed its commitment to supporting law enforcement agencies in the fight against corruption while ensuring that the rights of Lagosians are protected. Giving the vote of thanks, the Acting Solicitor General and Permanent Secretary, MOJ, Mr. Hameed Oyenuga, extended his appreciation to all participants, acknowledging their dedication to justice delivery and governance. In his remarks, Oyenuga  emphasized the importance of collaboration among various sectors in ensuring a more effective and transparent justice system.

PRESS RELEASE: LAGOS TO BEGIN COLLABORATIONS WITH STAKEHOLDERS  TO STRENGTHEN JUSTICE DELIVERY

The Lagos State Government will begin collaborations with various key stakeholders to strengthen justice delivery in the State. Lagos Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN made this declaration at a Press Briefing on Monday to mark his one Year Anniversary in Office and to announce a high profile Strategic Meeting to strengthen inter-agency collaborations, improve the enforcement of laws and Administration Of Justice and strengthen justice delivery across Lagos State. The meeting, themed: “Enhancing Collaboration for Effective Justice Delivery” is scheduled for October 23rd and 24th, 2024, at the Radisson Blu Hotel, Isaac John Street, GRA Ikeja, Lagos. According to the AG, the meeting is a key follow-up to the Lagos Justice Summit held in May 2024, where stakeholders identified the need for enhanced cooperation within the justice system. He asserted that the strategic gathering has been organized to harmonize operations of various Ministries, Departments, and Agencies (MDAs) in order to improve service delivery and reduce government liabilities, particularly in areas such as land administration, physical planning, and environmental management. “This meeting will serve as a platform for engaging stakeholders in an open dialogue aimed at advancing the justice delivery system in Lagos State” Pedro said. Pedro noted that over the past year, under the able leadership of Mr. Governor, Babajide Olusola Sanwo-Olu, the Ministry of Justice has made significant strides in facilitating the enforcement of laws and enhancing Justice Administration “The Ministry’s focus has remained steadfast on ensuring justice is accessible to all residents, irrespective of socio-economic background. In line with the T.H.E.M.E.S PLUS agenda, numerous initiatives have been introduced, including the completion of the JIC Taylor Magistrate Court House and provision of official quarters for magistrates”. “Key improvements have been seen in legal services access, prosecution processes, and support for the vulnerable. The Lagos State Criminal Information System has been launched, capturing biometric data and tracking cases of all inmates in the state’s correctional centers. In addition, new bills on civil justice and land administration reforms are being forwarded to the Lagos State House of Assembly” He noted. He further highlighted other key innovations, including a Bill for the establishment of a Lis Pendens Registry, which will serve as a repository for information on land disputes in court. This registry aims to prevent unsuspecting purchasers from buying land involved in litigation, while also enhancing confidence in real estate investment within the state. Furthermore, Pedro mentioned a proposed Bill for the creation of a Customary Marriage and Dissolution Registry. This will allow residents of Lagos State to obtain official certificates for customary marriages and their dissolutions. The Hon. Attorney General and Commissioner for Justice further underscored the importance of ongoing dialogue and cooperation among all stakeholders to create a more efficient and equitable justice system. He highlighted the crucial roles of the media, community leaders, and government agencies in this effort, noting that media coverage is essential in fostering transparency and accountability. PRESS RELEASE: LAGOS SET TO COMMENCE STRATEGIC MANAGEMENT MEETING WITH MDAs

In a bid to strengthen inter-agency collaboration and improve the enforcement of laws in Lagos State, the Lagos State Ministry of Justice (MOJ) will be holding a two-day Strategic Management Meeting with key stakeholders from various Ministries, Departments, and Agencies (MDAs). The event is scheduled to take place on the 23rd and 24th of October 2024, at the Radisson Blu Hotel, Isaac John Street, GRA Ikeja, Lagos. This meeting will provide a platform for critical discussions aimed at enhancing coordination among law enforcement agencies, improving prosecution processes, and ensuring compliance with legal protocols across the state. Key stakeholders from the Nigerian Police, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Economic and Financial Crimes Commission (EFCC), the Nigerian Correctional Service, and other agencies will be present to discuss ongoing challenges in law enforcement and prosecution. The first day will begin with an Opening Ceremony introduced by the Honourable Attorney General and Commissioner for Justice, with remarks from Mr. Governor. The main sessions will focus on Law Enforcement and the Administration of Criminal Justice, with keynote speaker Justice Mojisola Olatoregun (Rtd), and discussants including the Director of Public Prosecutions, Chairman of EFCC, Chairman of ICPC, AIG Zone 2 Lagos, and the Controller General of the Nigerian Correctional Service. The second day will include sessions focused on the Lands and Environment Family, with participation from the Lands Bureau, NTDA, LASEPA, and other agencies. Discussions will center on the harmonization of MDA operations to improve service delivery and reduce government liability exposure in land administration and environmental management. A dedicated session will also address Chieftaincy Matters and the future of Local Government Administration in Lagos State, with the Oba of Lagos or his representative delivering the keynote address. The Lagos State Attorney General, Mr. Lawal Pedro SAN, will also use this opportunity to engage with senior officials of the Ministry and review its performance over the past year. PRESS RELEASE: LETI CONCLUDES Y2024 ANNUAL TRAINING EXERCISE

The Lagos State Law Enforcement Training Institute (LETI) under the Lagos Ministry of Justice, has successfully concluded its 2024 annual mandatory training exercise, which commenced on July 25th and ended on August 10th, 2024 at the Ikeja Senior Grammar School, Bolade, Oshodi, Lagos. Speaking at the Opening ceremony, CEO LETI, Barr. Abiola Adewumi Adeyinka emphasized the importance of continuous professional development of law enforcement officers in the State, noting that the training program was designed to equip officers with necessary skills to navigate the evolving challenges of law enforcement in Lagos State. Barr. Adeyinka stressed the need for officers to prioritize ethical conduct, effective communication and community engagement which are key components in building public trust. She encouraged officers to make the most of the training and reminded them of their responsibility to uphold the rule of law while ensuring the safety and rights of all individuals in the State. The Y2024 training focused on equipping law enforcement officers with enhanced skills and knowledge in key areas such as de-escalation techniques, community policing, human rights, interpersonal relations, public relations, and ethical conduct. Officers also participated in practical drills, role-playing scenarios, and simulations to reinforce their understanding of legal frameworks and best practices in law enforcement. The program emphasized the critical role of community engagement, ethical behavior, and sensitivity when handling complex situations. These insights are expected to significantly improve how officers interact with the public and manage difficult situations, promoting trust and cooperation between law enforcement and the community. At the closing ceremony, Barr. Abiola Adewunmi Adeyinka, expressed her gratitude to the heads of all law enforcement agencies for ensuring their officers participated in this mandatory training. PRESS RELEASE: FLUORESCENT SECONDARY SCHOOL VISITS LAGOS DCR TO UNDERSTUDY THE CHILD RIGHTS LAW OF LAGOS STATE

As part of the initiative to foster civic responsibility and legal awareness among young people, Fluorescent Secondary School visited the Directorate for Citizens Rights under the Lagos Ministry of Justice to understudy the Child Rights Law of the State on Monday, 22nd of July at the conference room of the Ministry, Secretariat, Alausa, Ikeja. Speaking during the visit, the Director DCR, Ms. Adetutu Oshinusi expressed her enthusiasm about the visit, noting that it is inspiring to see young minds taking an active interest in understanding their rights and the laws that protect them. The Director stated that the Directorate is responsible for implementing the State Government policy in providing access to justice, quick and free to all residents of Lagos State via Alternative Dispute Resolution (ADR).  “The general objective of the Directorate, is to actively raise the awareness of the indigents in Lagos State on their fundamental rights as enshrined in the Nigerian Constitution and encourage consumer consciousness and also create a veritable tool for citizens to express their fears and expectations”, she said. Oshinusi further explained that there are various initiatives and programs that have been put in place by the State Government, targeted at protecting the rights of children, especially the Child Rights Law enacted to ensure that children enjoy special care, assistance and social protection. She opined that the law allows children to enjoy special care and assistance, as well as social protection which will equally foster their socio-economic welfare and enhance the successful building of the nation. However, she commended the initiative applied by the school authorities to visit the ministry and hoped that it sets a precedent for other schools. Also speaking, the Deputy Director, Mrs. Oredipe stated that the Child Rights Law in Lagos State has been designed to protect and promote the rights and welfare of children in the State. She mentioned that some of the key rights and provisions in the Child Rights Law of Lagos State include; the Right to Education, Right to Freedom of Expression, Right to Name and Nationality, Right to Health and Health Services, Right to Survival and Development, amongst others. Oredipe further explained that services provided by the Directorate are free regardless the age, gender, social status or religious beliefs. She advised the students to spread the knowledge gained during the interactive session against discrimination, child abuse and infringement of children’s rights. Social Welfare Officer attached to the Directorate, Mr. Adedeji Henry said that social workers play a crucial role in the implementation and enforcement of the Child Rights Law. “Some of these roles include Advocacy and Awareness, Child Protection, Case Management, Foster Care and Adoption, Support for the Vulnerable, Psychosocial Support amongst others”, He said. Mr. Henry also noted that to ensure children’s rights are protected promoted across various domains, the Directorate has collaborated with other stakeholders to create a safe and supportive environment for all children in Lagos State. Responding, the Civic Education Teacher, Fluorescent Sec. School, Mrs. Solomon highlighted the importance of the visit, stating that the goal is to educate the students beyond the classroom. Understanding the Child Rights Law is crucial for their development as responsible citizens who are aware of their rights and responsibilities. “We are immensely grateful to the Lagos State Government, Ministry of Justice and the Directorate of Citizens Rights for welcoming our students and providing them with such valuable learning experience. The insights gained today will undoubtedly shape their understanding of justice and their roles in upholding it”, she said. Whilst extending her gratitude, a student of Fluorescent Sec. PRESS RELEASE – LAGOS ,ROLAC TRAINS MAGISTRATES ON RESTORATIVE JUSTICE

The Lagos Restorative Justice Centre in collaboration with the Rule of Law and Anti Corruption Program (RoLAC) on Thursday organized a training program for Lagos Magistrates on Restorative justice at the Radisson Blu Hotel, Ikeja, Lagos. Speaking at the Opening Ceremony, Lagos Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN, stressed that Restorative Justice is not alien and has been in existence and practiced for over three decades in other countries, hence the need for it to be adopted into the Nigeria Justice System to ensure the peaceful resolution of criminal cases. The AG, ably represented by the Solicitor General and Permanent Secretary, Lagos Ministry of Justice, Mrs. Titilayo Shitta-bey Jeje, noted that RJ is an approach to justice that aims to get offenders to take responsibility for their actions, to understand the harm they have caused to the victim, and also to allow the offenders to redeem themselves. “the conventional criminal justice response of “punishment” has suffered a great deal of setbacks such as recidivism, increase in the rate of crime, long prosecution process, overcrowding of correctional facilities, and overloading of court dockets amongst others”, He said. However, He reiterated the move for justice reforms which initiated the introduction of the Administration of Criminal Justice Law, 2021 (as amended). The ACJL has provisions that aim at protecting both the victim, the offender, and the society, also known as Restorative Justice. The Attorney General further explained that the purpose of the Law is to ensure that the Administration of Criminal Justice in Nigeria promotes efficient management of criminal justice institutions, protection of the society from crime, protection of the rights and interests of the suspect, the defendant, and the victim while ensuring a speedy dispensation of justice in the State. Pedro therefore urged Magistrates to take full advantage of the training program as this will help them develop new skills and strategies for resolving cases that focus on repairing harm and rehabilitating offenders, leading to a higher satisfaction with the justice system of the State. The State Program Coordinator of The Rule of Law and Anti-Corruption (RoLAC) program, Mrs. Ajibola Ijimakinwa in her opening remarks said that ROLAC has partnered with the State’s Ministry of Justice to sensitize stakeholders, judges, magistrates, prosecutors and law enforcement officers on the Administration of Criminal Justice System in the State. She applauded Lagos State Government for being a pacesetter in the administration of criminal justice system while urging other states in the federation to emulate the giant strides that have been continuously achieved by the State. SANWO-OLU APPROVES RELEASE OF 56 INMATES, COMMUTTAL OF 1 DEATH ROW INMATE TO LIFE IMPRISONMENT AND 1 PARDON Governor Babajide Sanwo-olu on the recommendation of the Advisory Council on the Prerogative of Mercy has approved the release of 56 inmates from various correctional facilities across the State and the commuttal of 1 inmate on death row to life imprisonment. The Governor also approved the pardon of 1 inmate. The Governor signed the release, commuttal and pardon orders on the 25th of June, 2024. The exercise is in pursuant to the provisions of Section 212 (1) (2) of the 1999 Constitution of The Federal Republic of Nigeria (amended). The Advisory Council on Prerogative of Mercy in reaching its recommendations exercised due diligence in its deliberation of the applications in line with the applicable guidelines. The Council took note of the information provided by the correctional authorities, the nature of offence, period of incarceration, age, health and behavioral conduct of the inmates. The approval for the release of the inmates is in line with the commitment of Mr. Governor to decongest correctional facilities in Lagos State as part of the Justice Sector Reforms. The Governor of Lagos State, Mr. Babajide Olusola Sanwo-olu, disclosed this on Monday, at the opening ceremony of the 2day Justice Reform Summit, themed: Enhancing the Administration of Justice, Investment Protection and Security in Lagos State; held at the Marriott Hotel, GRA Ikeja, Lagos. Sanwo-Olu noted that his administration has initiated several reforms aimed at enhancing the efficiency and effectiveness of the justice system to support economic growth, investment protection and security in his State. Citing an example using the judiciary sector of Singapore, he noted that despite its small size on the world map, the country’s emphasis on the Rule of Law ensures that legal rules are consistently applied, stating that this confidence is crucial for economic stability and growth, as it reassures investors and businesses of a predictable and reliable legal environment. Declaring the event open, Sanwo-olu acknowledged that more work had to be done by the government and other stakeholders in the administration of both civil and criminal justice delivery system. “Lagos can be a safe haven for investment worldwide and we need a strong judicial system for that to exist. That will be one of the strongest points that investors will be looking for.” “Despite being referred to as the Giant of Africa, we still have a very long way to go in the administration of justice. It’s important we think out of the box, execute things quicker, faster and smarter”, He said. He further stressed that there has to be collaboration between the government, the bench and the bar. This triad plays a crucial role in ensuring that justice is delivered efficiently, fairly and transparently. Speaking earlier, the Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN stated that the dispensation of justice and the need to ensure an effective judicial system is a paramount role that all stakeholders in the justice system must strive to achieve if Lagos State and Nigeria as whole must achieve the desired results. He noted that during the recent press briefing organized by the Ministry of Justice, he was asked a pertinent question on why this particular summit will be different from the previous ones. The AG answered that this summit will not only focus on access to justice for all but to enhance administration of justice for improved economic activities, investment protection and security in Lagos State. He further explained that he desires that Civil cases in trial courts should not last more than 18 months from the date of commencement of an action and 6 months in cases of simple recovery of debt and 3 months in cases of recovery of arrears of rents and possession of premises in the State. Mr. Lawal Pedro, SAN, appealed to his learned colleagues and other stakeholders in the justice sector that as they continue to safeguard the rule of law and promote access to justice, they should also use the administration of justice for enhancement of economic growth, investment protection and security in the State and Nigeria as a nation while restoring public trust and confidence in the judiciary and the rule of law. In the same vein, the Attorney General of the Federation, Mr. Lateef . Fagbemi ,SAN,through his representative,said that the Summit presents an opportunity to engage in meaningful dialogue, share experiences, analyze the strengths and weaknesses of the system, and collectively make informed decisions about reform and a new course towards a more efficient, transparent, and accessible justice system in Lagos State and beyond. “I have consistently reiterated that an effective and impartial justice system is the bedrock of any thriving economy. It provides the necessary safeguards for property rights, contract enforcement, and the resolution of commercial disputes; all of which are critical components for fostering a business-friendly environment”. “Furthermore, a fair and accessible justice system instil confidence in investors, both domestic and international, reassuring them that their interests will be protected and their grievances would be appropriately addressed”, he said. He however reassured that the Federal Ministry of Justice will intensify its engagements with the various States of the Federation through Inter-Governmental platforms like the Governors’ Forum, Body of Attorneys-General, as well as Solicitors-General meetings on issues pertaining to justice sector reforms and other cross-cutting issues of national significance. Delivering his keynote address earlier, the Former President of the Laws Society of Singapore, Mr. Gregory Viajayendran, SC noted that the Administration of Justice is linked to societal development – (Adam Smith 1772) and studies have shown that a failing justice system hinders societal and economic progress. According to Viajayendran, Lagos has been at the forefront of judicial reforms in Nigeria since 1999. He noted that there are significant inefficiencies and resource constraints that are abound in the justice system of Lagos State. “As Africa’s 5th largest economy, Lagos can leapfrog with an enhanced justice system through continuous improvement to maintain its status as a commercial hub” He further explained that what is expected is the professionalism and integrity among judiciary which is vital for restoring the trust and credibility in the public face, asserting that there is a need for strategic measures to expedite cases, reduce backlogs and eliminate public dissatisfaction. Concluding his address, Mr. Gregory Viajayendran, SC, mentioned that inefficient and outdated technology can hinder justice delivery in the state which is why Lagos State and Nigeria as a whole must leverage the use of AI technology and modernizing court system that can enhance overall efficiency. Delivering her Vote of thanks, the Solicitor General and Permanent Secretary, Lagos State Ministry of Justice, Mrs. Titilayo Shittabey -Jeje, stated that the Summit marked a significant milestone in the collective efforts to enhance the administration of justice in Lagos State and Nigeria as a whole. The Solicitor General expressed a deep sense of gratitude towards the Chief Host of the event, Governor of Lagos State, Mr. Babajide Olusola Sanwo-olu
