    PRESS RELEASE: LASG HOLDS STAKEHOLDER’S MEETING TO ENHANCE COLLABORATION FOR EFFECTIVE JUSTICE DELIVERY.

With the goal of improving collaborations amongst ministries and agencies in the State, the Lagos State Government, through the Ministry of Justice, organized a two-day stakeholders’ meeting with MDAs, themed “Enhancing Collaboration for Effective Justice Delivery,” from Wednesday, 23rd to Thursday, 24th October, 2024, at the Radisson Blu Hotel, Ikeja, Lagos. The meeting focused on addressing judicial challenges and promoting stronger cooperation among key institutions. The Deputy Governor of Lagos State, Dr. Obafemi Hamzat, while officially declaring the event opened, emphasized the significance of the Ministry’s efforts in organizing the program, noting that the state government is dedicated to creating a more responsive, inclusive, and efficient justice system for the benefit of all Lagosians, regardless of race, religion, or ethnicity. He acknowledged the complexity of justice delivery, noting that the difference between African countries and other developed nations is the rule of law and its advancements in science and technology. Hamzat stated that the rule of law is increasingly becoming a subset of technology and science, as both are transforming many lives, whether we embrace it or not. The Deputy Governor expressed concern about delays in justice, citing the prolonged case of a BRT driver accused of rape and murder, which has remained unresolved for over a year. He called on participants to critically review Lagos’ judicial processes and seek lasting solutions to these inefficiencies. He also called for urgent reforms in land management laws to combat the growing threats posed by climate change, particularly in a coastal city like Lagos. He stated that Lagos, a rapidly growing coastal megacity, is particularly vulnerable to the impacts of climate change. The combination of high population density, rapid urbanization, and being situated along the coast makes the city prone to flooding, land erosion, and subsidence. “The rising sea levels, along with the extreme weather patterns we are witnessing, place Lagos at significant risk of sinking in a few years if immediate action is not taken,” the Deputy Governor warned. He stressed that the existing land management system must be overhauled to mitigate these risks and ensure the future sustainability of the state. The Deputy Governor also highlighted that managing land effectively is a persistent challenge in Nigeria, particularly in Lagos State. “With a complex system of land ownership, traditional land rights, and bureaucratic processes, without proper regulation and reforms in land laws, we are not just risking environmental catastrophe but also exacerbating socioeconomic inequalities,” the Deputy Governor noted. He however, proposed that new land policies must take into account climate resilience and environmental sustainability. This includes better planning to prevent overdevelopment in flood-prone areas, stricter regulations on construction near the coastline, and enhanced public awareness of the environmental consequences of unregulated land use. Furthermore, the Deputy Governor called on all stakeholders, including environmental agencies, urban planners, and community leaders, to work together in addressing these issues. He called for immediate action to reform land laws in a way that prioritizes both environmental sustainability and the long-term security of the state’s coastal communities. Speaking earlier, the Hon. Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN, expressed his pleasure in hosting the event and underscored the importance of collaboration in the pursuit of justice. The AG stressed that the stakeholders meeting is a continuation of the discussions held earlier this year at the Y2024 Lagos Justice Summit, where recommendations were made to strengthen cooperation, transparency, and coordination among stakeholders. “The meeting will focus on several critical areas, starting with enhancing the co-ordination between law enforcement agencies and the Ministry of Justice” Pedro stated. He mentioned that one of the key areas of discussion is the growing number of cases involving the Lagos State Government that are currently pending in court. “As of July 2024, over 6,000 cases are tied to the government, spanning issues such as land disputes, physical planning, housing, road transportation, environment, chieftaincy matters, breach of contract, employment, and fundamental human rights. The financial exposure of these cases is estimated to be ₦114.5 billion”, He noted. He further stated that another session will focus on environmental and physical planning, with stakeholders from the Ministry of Environment, LASEPA, and other related agencies, discussing ways to improve service delivery in environmental management and urban development”. Proceeding to note that in the area of land administration, representatives from the Lands Bureau, NTDA, Office of the Surveyor General, and related agencies will rub minds to harmonize operations and address gaps in the enforcement of land-related laws. Pedro emphasized the need for stronger enforcement strategies while ensuring that agency actions align with existing laws and are people-friendly. Whilst drawing attention to issues related to chieftaincy matters and local government administration, the AG noted that there will be  discussions centered on the proliferation of chieftaincy titles and the involvement of traditional rulers in land transactions, as well as the increasing number of litigations surrounding these issues and finally, the future of local government administration in Lagos State will be explored, with a focus on improving efficiency and reducing conflicts. In reaffirming the State Government’s dedication to maintaining the rule of law, Pedro emphasized that delivering justice is not solely the responsibility of one institution; rather, it necessitates a collaborative effort that involves all legislative arms of government, law enforcement agencies, regulatory bodies, and the broader community. The opening ceremony concluded with a call for all stakeholders to engage meaningfully and contribute to building a more responsive, inclusive, and efficient justice system in Lagos State. The Ministry of Justice reaffirmed its commitment to supporting law enforcement agencies in the fight against corruption while ensuring that the rights of Lagosians are protected. Giving the vote of thanks, the Acting Solicitor General and Permanent Secretary, MOJ, Mr. Hameed Oyenuga, extended his appreciation to all participants, acknowledging their dedication to justice delivery and governance.     The Lagos State Government will begin collaborations with various key stakeholders to strengthen justice delivery in the State. Lagos Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN made this declaration at a Press Briefing on Monday to mark his one Year Anniversary in Office and to announce a high profile Strategic Meeting to strengthen inter-agency collaborations, improve the enforcement of laws and Administration Of Justice and strengthen justice delivery across Lagos State. The meeting, themed: “Enhancing Collaboration for Effective Justice Delivery” is scheduled for October 23rd and 24th, 2024, at the Radisson Blu Hotel, Isaac John Street, GRA Ikeja, Lagos. According to the AG, the meeting is a key follow-up to the Lagos Justice Summit held in May 2024, where stakeholders identified the need for enhanced cooperation within the justice system. He asserted that the strategic gathering has been organized to harmonize operations of various Ministries, Departments, and Agencies (MDAs) in order to improve service delivery and reduce government liabilities, particularly in areas such as land administration, physical planning, and environmental management. “This meeting will serve as a platform for engaging stakeholders in an open dialogue aimed at advancing the justice delivery system in Lagos State” Pedro said. Pedro noted that over the past year, under the able leadership of Mr. Governor, Babajide Olusola Sanwo-Olu, the Ministry of Justice has made significant strides in facilitating the enforcement of laws and enhancing Justice Administration “The Ministry’s focus has remained steadfast on ensuring justice is accessible to all residents, irrespective of socio-economic background. In line with the T.H.E.M.E.S PLUS agenda, numerous initiatives have been introduced, including the completion of the JIC Taylor Magistrate Court House and provision of official quarters for magistrates”. “Key improvements have been seen in legal services access, prosecution processes, and support for the vulnerable. The Lagos State Criminal Information System has been launched, capturing biometric data and tracking cases of all inmates in the state’s correctional centers. In addition, new bills on civil justice and land administration reforms are being forwarded to the Lagos State House of Assembly” He noted. He further highlighted other key innovations, including a Bill for the establishment of a Lis Pendens Registry, which will serve as a repository for information on land disputes in court. This registry aims to prevent unsuspecting purchasers from buying land involved in litigation, while also enhancing confidence in real estate investment within the state. Furthermore, Pedro mentioned a proposed Bill for the creation of a Customary Marriage and Dissolution Registry. This will allow residents of Lagos State to obtain official certificates for customary marriages and their dissolutions. The Hon. Attorney General and Commissioner for Justice further underscored the importance of ongoing dialogue and cooperation among all stakeholders to create a more efficient and equitable justice system. He highlighted the crucial roles of the media, community leaders, and government agencies in this effort, noting that media coverage is essential in fostering transparency and accountability. Speaking earlier, the Acting Solicitor General and Permanent Secretary, Mr. Hameed Oyenuga in his  welcome address expressed his appreciation  while thanking all participants for their commitment to the States justice sector reforms Oyenuga highlighted the importance of inclusive dialogue and urged stakeholders to take full advantage of this collaborative opportunity to address pressing challenges. “Your input will be vital in shaping a more efficient and equitable justice system for all residents of Lagos State,” he stated.

    Protocol Good morning, distinguished directors, ladies and gentlemen of the press. It is with great pleasure and a profound sense of responsibility that I welcome you to this press conference, marking a milestone as we commemorate the first year of my tenure as the Honourable Attorney General and Commissioner for Justice in Lagos State. This gathering serves as a reflection on our achievements over the past year and a vital platform to discuss the upcoming Strategic Stakeholders Meeting. Introduction The Ministry of Justice has maintained the tradition of keeping Lagos State as the vanguard of rule of law, fiscal federalism, reform of justice administration and good governance. These are achieved through the various directorates and departments in the ministry such asthe following Directorate of Legislative Drafting The Ministry through this directorate focuses on law reforms and legislation initiatives in the area of public law and improvement of the legal environment to promote economic activities. Directorate of Civil Litigation The Directorate of Civil Litigation (DCL) is the major litigation branch of the Lagos State Government.  It has direct responsibility for instituting and defending civil actions involving the State Government, its Ministries and Agencies. The DCL uses a multi-pronged approach in its claims and litigation management in its efforts to minimize the Lagos State Government’s exposure to liabilities. Directorate of Advisory Services and Judicial Liaison The Directorate is responsible for proffering legal advice on petitions received from private persons and corporate organizations and advice on request from ministries, parastatals and other establishments of the Lagos State Government. Attendance at Personnel Management Board Meetings on disciplinary matters relating to junior, senior and management officers within the Lagos State Public Service. The Directorate defends all employment related cases filed against the State Government or any of its MDAs. Directorate of Public Prosecutions The primary function of the Directorate of Public Prosecutions (DPP) is to issue legal advice on case files sent by the Police and to prosecute criminal cases at the Magistrates’ Courts, Special Offences Court and the High Court. The Directorate also handles criminal appeals at the High courts, Court of Appeal and Supreme\Courts. Directorate of Commercial Law The Directorate of Commercial Law (DCOMLAW) is responsible for negotiations, drafting of commercial agreements and the review of commercial proposals from other Ministries and Government Agencies. The Directorate also offers advisory services on commercial contracts and transactions for and on behalf of Government and its agencies. The Citizens Mediation Centre (CMC) The Citizens Mediation Centre (CMC) is an agency of Government established by the Lagos State Government to employ Alternative Dispute Resolution Mechanisms (Mediation) for the resolution of civil disputes amongst residents of Lagos State in particular the indigents who cannot afford the cost of litigation. The Directorate for Citizens’ Rights The Directorate for Citizens’ Rights (DCR) is the complaint centre for residents of Lagos State. Currently, the Directorate has two new units: The Human Rights Protection Unit (HRPU). The Unit sees to the protection of Human Rights of Citizen in Lagos State particularly awaiting trial inmates of the prisons and the Consumer Rights Protection Unit that assist residents of Lagos to protect their consumer rights and interests. Public Advice Centre The Public Advice Centre (PAC) is saddled with the responsibility of providing citizens with easy access to legal information and advice which will benefit and improve the knowledge of their legal rights. Administrator General and Public Trustee The Administrator General and Public Trustee (“AG & PT”) is in-charge of the management of estates either by order of court or by appointment as executor and trustee of Will or administration of Estate. The Office is also responsible for estate limited to death benefit of public servants and those referred to it by Nigeria Social Insurance Trust Fund (NSITF) or other Corporate bodies. The Office of the Public Defender The Office of the Public Defender (OPD) is responsible for providing legal aid services and advice to indigent citizens. To this end, it receives complaints directly from individuals or by referrals from government agencies, public institutions etc. they ensure access to justice for indigent residents of Lagos State. The supporting departments are Directorate of Human Resources and Administration, Accounts, Budget and Planning, Public Procurement and Internal Audit. Over the past year, I have had the privilege of serving under the able leadership of Mr. Governor, Babajide Olusola Sanwo-Olu. His unwavering commitment to good governance and the rule of law has laid a solid foundation for our work at the Ministry of Justice. Our focus has been steadfast: to ensure that justice is not only served but is accessible to all residents of Lagos State, irrespective of their socio-economic status or background. Aligning with the T.H.E.M.E.S PLUS agenda of Mr. Governor, our mission has been to cultivate a legal environment that upholds the rule of law, protects human rights, and facilitates easy access to justice. This agenda emphasizes principles of transparency, efficiency, and accountability, which guide our actions and decisions at the Ministry. Throughout this past year, we have undertaken numerous initiatives aimed at improving our justice delivery system, addressing the challenges faced by our citizens, and reinforcing the integrity of our legal framework. We have made considerable strides in various areas, including enhancing access to legal services, streamlining prosecution processes, and ensuring that the vulnerable receive the necessary support. The cardinal belief of this administration is that a dynamic and functional justice system is sine qua non for the sustenance of democracy as well as the achievement of good governance. To this end, Governor of Lagos State approved fund for the completion and furnishing of the JIC Taylor Magistrate court house and payment of 34 flats official quarters for the Magistrates.     In a bid to strengthen inter-agency collaboration and improve the enforcement of laws in Lagos State, the Lagos State Ministry of Justice (MOJ) will be holding a two-day Strategic Management Meeting with key stakeholders from various Ministries, Departments, and Agencies (MDAs). The event is scheduled to take place on the 23rd and 24th of October 2024, at the Radisson Blu Hotel, Isaac John Street, GRA Ikeja, Lagos. This meeting will provide a platform for critical discussions aimed at enhancing coordination among law enforcement agencies, improving prosecution processes, and ensuring compliance with legal protocols across the state. Key stakeholders from the Nigerian Police, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Economic and Financial Crimes Commission (EFCC), the Nigerian Correctional Service, and other agencies will be present to discuss ongoing challenges in law enforcement and prosecution. The first day will begin with an Opening Ceremony introduced by the Honourable Attorney General and Commissioner for Justice, with remarks from Mr. Governor. The main sessions will focus on Law Enforcement and the Administration of Criminal Justice, with keynote speaker Justice Mojisola Olatoregun (Rtd), and discussants including the Director of Public Prosecutions, Chairman of EFCC, Chairman of ICPC, AIG Zone 2 Lagos, and the Controller General of the Nigerian Correctional Service. The second day will include sessions focused on the Lands and Environment Family, with participation from the Lands Bureau, NTDA, LASEPA, and other agencies. Discussions will center on the harmonization of MDA operations to improve service delivery and reduce government liability exposure in land administration and environmental management. A dedicated session will also address Chieftaincy Matters and the future of Local Government Administration in Lagos State, with the Oba of Lagos or his representative delivering the keynote address. The Lagos State Attorney General, Mr. Lawal Pedro SAN, will also use this opportunity to engage with senior officials of the Ministry and review its performance over the past year. Speaking ahead of the event, Mr. Pedro noted: “This meeting is critical for further aligning our objectives with the THEMES PLUS AGENDA of the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, to improve on how we enforce and prosecute cases across sectors.     Lagos Attorney General receives newly appointed Lagos CP

    In a gesture aimed at reinforcing the collaborative efforts between the police force and the legal system in the State, the Hon. Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN received the newly appointed Commissioner of Police, CP. Olanrewaju Ishola Olawale and his team, during a courtesy visit on Tuesday, 8th October 2024 at the conference room, Ministry of Justice, Secretariat Alausa, Ikeja. Speaking at the meeting, the Hon. Attorney General and Commissioner for Justice, Mr Lawal Pedro, SAN, emphasized the need for stronger collaboration to address security issues in the State, particularly the ever-growing menace of land grabbing which has been a general concern for both Lagos State residents and the State Government. The Attorney General also reaffirmed the importance of the partnership between the police force and the legal system, highlighting the need for continual dialogue to address emerging security challenges and protect the rights of all citizens. “The synergy between our institutions is crucial for the delivery and quick dispensation of justice in the State. This visit signifies our collective dedication to upholding the rule of law and ensuring that every citizen enjoys their rights under the law,” said Pedro. In his remarks, the Commissioner of Police, CP. Olanrewaju Ishola Olawale expressed his appreciation for the warm welcome and unwavering support of the Attorney General’s office in handling cases brought forward by the police force. He stated, “Our visit today is to strengthen the already existing cooperation between the police and legal officers in the State. Together, we are committed to building a safer Lagos.” CP. Olanrewaju highlighted the ongoing efforts of the police to curb illegal land activities and assured the public that the police would intensify their operations to protect citizens’ rights and properties. “The problem of land grabbing is a growing concern, and it is affecting the peace and security of many communities. By working closely with the Attorney General’s office, we will ensure that offenders are not only apprehended but also prosecuted to the full extent of the law,” he reassured. Responding, the AG pledged to collaborate with the police on the development of new policies that would close legal loopholes exploited by criminals, further enhancing their ability to protect the lives of property owners while upholding the rule of law and maintaining peace and order in the State. This visit is expected to bolster the continuous efforts to combat crime, foster accountability, and ensure the efficient prosecution of cases.     PRESS RELEASE: LETI CONCLUDES Y2024 ANNUAL TRAINING EXERCISE

    The Lagos State Law Enforcement Training Institute (LETI) under the Lagos Ministry of Justice, has successfully concluded its 2024 annual mandatory training exercise, which commenced on July 25th and ended on August 10th, 2024 at the Ikeja Senior Grammar School, Bolade, Oshodi, Lagos. Speaking at the Opening ceremony, CEO LETI, Barr. Abiola Adewumi Adeyinka emphasized the importance of continuous professional development of law enforcement officers in the State, noting that the training program was designed to equip officers with necessary skills to navigate the evolving challenges of law enforcement in Lagos State. Barr. Adeyinka stressed the need for officers to prioritize ethical conduct, effective communication and community engagement which are key components in building public trust. She encouraged officers to make the most of the training and reminded them of their responsibility to uphold the rule of law while ensuring the safety and rights of all individuals in the State. The Y2024 training focused on equipping law enforcement officers with enhanced skills and knowledge in key areas such as de-escalation techniques, community policing, human rights, interpersonal relations, public relations, and ethical conduct. Officers also participated in practical drills, role-playing scenarios, and simulations to reinforce their understanding of legal frameworks and best practices in law enforcement. The program emphasized the critical role of community engagement, ethical behavior, and sensitivity when handling complex situations. These insights are expected to significantly improve how officers interact with the public and manage difficult situations, promoting trust and cooperation between law enforcement and the community. At the closing ceremony, Barr. Abiola Adewunmi Adeyinka, expressed her gratitude to the heads of all law enforcement agencies for ensuring their officers participated in this mandatory training. She reaffirmed the Lagos State Government’s commitment to continuously investing in the training and retraining of its law enforcement personnel. Participating officers included representatives from various agencies such as the Lagos State Traffic Management Authority (LASTMA), Lagos State Neighborhood Safety Corps (LNSC), Kick Against Indiscipline (KAI), Vehicle Inspection Service (VIS), and the Central Business District (CBD) enforcement officers.

    With the goal of showcasing Lagos rich cultural heritage and significant achievements,  the State Government organized a Special “Lagos Day” event during the 64th NBA Annual General Conference on Tuesday, 27th August, 2024 at the Tafawa Balewa Square (TBS), Onikan, Lagos. In his address, the Attorney General and Commissioner for Justice, Mr Lawal Pedro, SAN ,stated that Lagos has made great efforts to showcase its achievements in various sectors of the nation, while aiming to attract local and international investors thereby fostering economic growth and development in the State. He noted that this year’s NBA Conference will provide visitors from other states with a memorable experience of Lagos life. He also referred to the earlier Justice Reform Summit which focused on addressing legal issues, including reducing case durations and expediting landlord-tenant disputes. The AG further reiterated the developments that will be made for Magistrates in the coming months. This is to demonstrate the State’s commitments to supporting its judicial officers. The event was a success, blending culture(Eyo Iyepe Dance), achievements, innovation and legal expertise with the unique energy of Lagos State.
