Press Briefing by The Honourable Attorney General and Commissioner For Justice, Mr. Lawal Pedro San, Fciarb, towards the upcoming Strategic Stakeholders Meeting and Commemoration of His First Year in Office held at MOJ Conference Room on October 21, 2024

Protocol Good morning, distinguished directors, ladies and gentlemen of the press. It is with great pleasure and a profound sense of responsibility that I welcome you to this press conference, marking a milestone as we commemorate the first year of my tenure as the Honourable Attorney General and Commissioner for Justice in Lagos State. This gathering serves as a reflection on our achievements over the past year and a vital platform to discuss the upcoming Strategic Stakeholders Meeting. Introduction The Ministry of Justice has maintained the tradition of keeping Lagos State as the vanguard of rule of law, fiscal federalism, reform of justice administration and good governance. These are achieved through the various directorates and departments in the ministry such asthe following Directorate of Legislative Drafting The Ministry through this directorate focuses on law reforms and legislation initiatives in the area of public law and improvement of the legal environment to promote economic activities. Directorate of Civil Litigation The Directorate of Civil Litigation (DCL) is the major litigation branch of the Lagos State Government.  It has direct responsibility for instituting and defending civil actions involving the State Government, its Ministries and Agencies. The DCL uses a multi-pronged approach in its claims and litigation management in its efforts to minimize the Lagos State Government’s exposure to liabilities. Directorate of Advisory Services and Judicial Liaison The Directorate is responsible for proffering legal advice on petitions received from private persons and corporate organizations and advice on request from ministries, parastatals and other establishments of the Lagos State Government. Attendance at Personnel Management Board Meetings on disciplinary matters relating to junior, senior and management officers within the Lagos State Public Service. The Directorate defends all employment related cases filed against the State Government or any of its MDAs. Directorate of Public Prosecutions The primary function of the Directorate of Public Prosecutions (DPP) is to issue legal advice on case files sent by the Police and to prosecute criminal cases at the Magistrates’ Courts, Special Offences Court and the High Court. The Directorate also handles criminal appeals at the High courts, Court of Appeal and Supreme\Courts. Directorate of Commercial Law The Directorate of Commercial Law (DCOMLAW) is responsible for negotiations, drafting of commercial agreements and the review of commercial proposals from other Ministries and Government Agencies. The Directorate also offers advisory services on commercial contracts and transactions for and on behalf of Government and its agencies. The Citizens Mediation Centre (CMC) The Citizens Mediation Centre (CMC) is an agency of Government established by the Lagos State Government to employ Alternative Dispute Resolution Mechanisms (Mediation) for the resolution of civil disputes amongst residents of Lagos State in particular the indigents who cannot afford the cost of litigation. The Directorate for Citizens’ Rights The Directorate for Citizens’ Rights (DCR) is the complaint centre for residents of Lagos State. Currently, the Directorate has two new units: The Human Rights Protection Unit (HRPU). The Unit sees to the protection of Human Rights of Citizen in Lagos State particularly awaiting trial inmates of the prisons and the Consumer Rights Protection Unit that assist residents of Lagos to protect their consumer rights and interests. Public Advice Centre The Public Advice Centre (PAC) is saddled with the responsibility of providing citizens with easy access to legal information and advice which will benefit and improve the knowledge of their legal rights. Administrator General and Public Trustee The Administrator General and Public Trustee (“AG & PT”) is in-charge of the management of estates either by order of court or by appointment as executor and trustee of Will or administration of Estate. The Office is also responsible for estate limited to death benefit of public servants and those referred to it by Nigeria Social Insurance Trust Fund (NSITF) or other Corporate bodies. The Office of the Public Defender The Office of the Public Defender (OPD) is responsible for providing legal aid services and advice to indigent citizens. To this end, it receives complaints directly from individuals or by referrals from government agencies, public institutions etc. they ensure access to justice for indigent residents of Lagos State. The supporting departments are Directorate of Human Resources and Administration, Accounts, Budget and Planning, Public Procurement and Internal Audit. Over the past year, I have had the privilege of serving under the able leadership of Mr. Governor, Babajide Olusola Sanwo-Olu. His unwavering commitment to good governance and the rule of law has laid a solid foundation for our work at the Ministry of Justice. Our focus has been steadfast: to ensure that justice is not only served but is accessible to all residents of Lagos State, irrespective of their socio-economic status or background. Aligning with the T.H.E.M.E.S PLUS agenda of Mr. Governor, our mission has been to cultivate a legal environment that upholds the rule of law, protects human rights, and facilitates easy access to justice. This agenda emphasizes principles of transparency, efficiency, and accountability, which guide our actions and decisions at the Ministry. Throughout this past year, we have undertaken numerous initiatives aimed at improving our justice delivery system, addressing the challenges faced by our citizens, and reinforcing the integrity of our legal framework. We have made considerable strides in various areas, including enhancing access to legal services, streamlining prosecution processes, and ensuring that the vulnerable receive the necessary support. The cardinal belief of this administration is that a dynamic and functional justice system is sine qua non for the sustenance of democracy as well as the achievement of good governance. To this end, Governor of Lagos State approved fund for the completion and furnishing of the JIC Taylor Magistrate court house and payment of 34 flats official quarters for the Magistrates. Upcoming Strategic Stakeholders Meeting As we look ahead, I am pleased to announce the upcoming Strategic Stakeholders Meeting, scheduled for October 23rd and 24th, 2024, at the Radisson Blu Hotel, Isaac John Street, GRA Ikeja, Lagos. This meeting, themed “Enhancing Collaboration for Effective Justice Delivery,” aims to strengthen inter-agency collaboration and improve the enforcement of laws

Lagos Attorney General receives newly appointed Lagos CP

In a gesture aimed at reinforcing the collaborative efforts between the police force and the legal system in the State, the Hon. Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN received the newly appointed Commissioner of Police, CP. Olanrewaju Ishola Olawale and his team, during a courtesy visit on Tuesday, 8th October 2024 at the conference room, Ministry of Justice, Secretariat Alausa, Ikeja. Speaking at the meeting, the Hon. Attorney General and Commissioner for Justice, Mr Lawal Pedro, SAN, emphasized the need for stronger collaboration to address security issues in the State, particularly the ever-growing menace of land grabbing which has been a general concern for both Lagos State residents and the State Government. The Attorney General also reaffirmed the importance of the partnership between the police force and the legal system, highlighting the need for continual dialogue to address emerging security challenges and protect the rights of all citizens. “The synergy between our institutions is crucial for the delivery and quick dispensation of justice in the State. This visit signifies our collective dedication to upholding the rule of law and ensuring that every citizen enjoys their rights under the law,” said Pedro. In his remarks, the Commissioner of Police, CP. Olanrewaju Ishola Olawale expressed his appreciation for the warm welcome and unwavering support of the Attorney General’s office in handling cases brought forward by the police force. He stated, “Our visit today is to strengthen the already existing cooperation between the police and legal officers in the State. Together, we are committed to building a safer Lagos.” CP. Olanrewaju highlighted the ongoing efforts of the police to curb illegal land activities and assured the public that the police would intensify their operations to protect citizens’ rights and properties. “The problem of land grabbing is a growing concern, and it is affecting the peace and security of many communities. By working closely with the Attorney General’s office, we will ensure that offenders are not only apprehended but also prosecuted to the full extent of the law,” he reassured. Responding, the AG pledged to collaborate with the police on the development of new policies that would close legal loopholes exploited by criminals, further enhancing their ability to protect the lives of property owners while upholding the rule of law and maintaining peace and order in the State. This visit is expected to bolster the continuous efforts to combat crime, foster accountability, and ensure the efficient prosecution of cases. It also highlights the continued partnership between the police force and the legal system, both of which are integral to the upholding of human rights and the enforcement of justice. PRESS RELEASE: NBA 2024 SPECIAL “LAGOS DAY:A SHOWCASE OF LAGOS CULTURAL HERITAGE AND SIGNIFICANT ACHIEVEMENTS

With the goal of showcasing Lagos rich cultural heritage and significant achievements,  the State Government organized a Special “Lagos Day” event during the 64th NBA Annual General Conference on Tuesday, 27th August, 2024 at the Tafawa Balewa Square (TBS), Onikan, Lagos. In his address, the Attorney General and Commissioner for Justice, Mr Lawal Pedro, SAN ,stated that Lagos has made great efforts to showcase its achievements in various sectors of the nation, while aiming to attract local and international investors thereby fostering economic growth and development in the State. He noted that this year’s NBA Conference will provide visitors from other states with a memorable experience of Lagos life. He also referred to the earlier Justice Reform Summit which focused on addressing legal issues, including reducing case durations and expediting landlord-tenant disputes. The AG further reiterated the developments that will be made for Magistrates in the coming months. This is to demonstrate the State’s commitments to supporting its judicial officers. The event was a success, blending culture(Eyo Iyepe Dance), achievements, innovation and legal expertise with the unique energy of Lagos State. Other attendees include, PS Lands Bureau, Mr. Kamar Owodiran Olowoshago; PS Special Duties and Intergovernmental Relations, Mr. Sesan Tunde Ogundeko; Directors and Counsel in the Lagos Ministry of Justice, Legal Practitioners and  representatives from different  Agencies and MDAs  in the State.

PRESS RELEASE :Lagos State Set to Host Special Lagos Day at the Nigerian Bar Association (NBA) Annual General Conference 2024

The Lagos State Government is set to host a Special Lagos Day during the 2024 edition of the Nigerian Bar Association (NBA) Annual General Conference. The event, scheduled for Tuesday, 27th August 2024, will take place at the specially built Marquee, within the Conference venue at Tafawa Balewa Square (TBS), Lagos, from 11:00 AM. This year’s NBA Annual General Conference will feature legal practitioners, industry leaders, judges, technocrats, and entrepreneurs from across Nigeria and beyond. With such a prestigious platform, Lagos State aims to leverage Special Lagos Day as it presents a prime opportunity for Lagos State to showcase its cultural heritage, innovative projects, and significant achievements. The Experience Centre, which will be the highlight of Special Lagos Day, offers conferees an immersive journey through Lagos’ culture and achievements. From captivating cultural displays featuring traditional music, dance, and the iconic Eyo masquerade parade, to exhibitions of historical artifacts and photographs depicting the old and new Lagos, attendees will witness the state’s dynamic evolution. LCIS EXPANSION: ENHANCING THE EFFICIENCY AND EFFECTIVENESS OF THE CRIMINAL JUSTICE SYSTEM

The Lagos State Government has spearheaded the expansion of the Lagos Criminal Information System (LCIS), thereby enhancing the efficiency and effectiveness of the criminal justice system. The Attorney General and Commissioner for Justice, Mr. Lawal Pedro, SAN, disclosed this at a Ministerial Press Briefing in commemoration of the first year of the Second Term of Governor Babajide Sanwo-Olu’s administration in office on Wednesday held at the Bagauda Kaltho Press Centre, Alausa, Ikeja. According to the Attorney General, this initiative involves the integration of advanced technology to create a comprehensive and accessible database of criminal records. He also noted that the LCIS includes key features, such as, real-time data entry, improved case tracking, and seamless information sharing among law enforcement agencies, prosecutors and the judiciary. Mr. Pedro further explained that scaling up of the LCIS aims to reduce case backlogs, ensure accurate and timely access to criminal records, and foster greater transparency and accountability within the criminal justice system. “This strategic enhancement not only streamlines operations but also strengthens public trust and safety among residents of the State”, he said. In addition to this, the Attorney General noted that the LCIS has facilitated the release of more than 250 persons through the Plea Bargain System, outright discontinuane of case where the offense allegedly committed is a minor offence or where case file of suspect was not forwarded to the office of the DPP. The A.G further highlighted a major achievement of the LCIS which is the propagation of the first Juvenile Information System in Nigeria for children in conflict with the law. “other achievements of the LCIS includes; provision of support committee on prerogative of mercy to verify details of applicants/convicts recommended; collaboration with Ministry of Youth and Social Development to profile under-age in conflict with the law” “over 60,000 requests by Magistrates, High Courts and the DPP prosecutors processed between May 2019 to April 2024; assisted in the regeneration of over 4,000 records of suspects that were destroyed during the EndSars protest in 2020”, He said. Whilst briefing the press, the AG revealed that in the period under review, the OPD, a Directorate under the Ministry of Justice obtained 230 judgements in favour of the State, handled 1,812 child-related cases, 316 domestic violence-related cases, and 29 rescue missions; the DPP also obtained 40 judgements in courts and 11 Plea Bargains, received 377 files for legal advice, out of which it issued 229 advice, with 148 files pending. Furthermore, the Directorate of Citizen’s Rights received 755 petitions on family matters, 131 petitions on employee/employer matters and 744 tenancy matters, out of which 539 (family matters), 80 (employee/employer) and 577 (tenancy matters) were resolved respectively while the Citizens’ Mediation Centre (CMC) received a total number of 35,655 matters for mediation, out of which 20,691 were treated and resolved. Additionally, the Lagos State Special Offences (Mobile) Court, arrested, arraigned and convicted a total number of 10,266 for various minor offences; the LSTFLG obtained 9 judgements in favor of the State, received 582 petitions out of which 120 was concluded, 71 Enforcement Approvals and 33 inscriptions “the Domestic and Sexual Violence Agency obtained over 50 judgements, handled 4,641 adult cases, 2,976 children cases, 118 rape cases, rescued 64 people, 36 restraining order, handled 652 social welfare cases, concluded mediation in 107 cases and reached over 800,000 people in the community through advocacy and sensitization” “the Directorate of Civil Litigation obtained 6 judgements in favor of the state, received a contingent liability in terms of Claims in Court to the tune of ₦1, 602, 430, 012, 517.71, and a contingent liability in favour of the State Government which has increased to ₦95, 644,801,659.71. Concluding the scorecard of the Ministry, Mr. Lawal Pedro, SAN, noted that some of the future plans in advancing justice administration in the State include; Partnership with Pepperdine University, USA; Digitalization of Departments and Units; Recruitment of Counsel and the upcoming Justice Reform Summit, themed: Enhancing the Administration of Justice for Economic Growth, Investment Protection and Security in Lagos State. The Attorney General reassured residents of Lagos State that the State Government and the Ministry of Justice will ensure that justice is extended to all nooks and crannies of the State.

PRESS RELEASE: LAGOS SET TO HOLD JUSTICE REFORM SUMMIT

Lagos State Government is set to hold a Justice Reform Summit to discuss pressing challenges facing the justice system which has impacted our economy and society as a whole. The Attorney General and Commissioner for Justice, Mr Lawal Pedro SAN, disclosed this assertion during a press conference held on Monday at the conference room of the Lagos State Ministry of Justice, Alausa, Ikeja. Mr Pedro asserted that  the Justice Reform Summit was conceived in 2023 upon his assumption of office with the approval of Mr. Governor, which stemmed from earlier discussions and recognition that an efficient and effective justice system is a cornerstone of a well functioning society and a catalyst for economic growth and social stability. He affirmed that to tackle these  critical issues in the justice sector,the Ministry deem it laudable and appropriate to  organize a  Reform Summit, themed: Enhancing the Administration of Justice, Investment Protection and Security in Lagos State” scheduled for Monday 27th and Tuesday 28th May, 2024 at the Marriott Hotel, G.R.A Ikeja with the Governor of Lagos,Mr Babajide Olusola Sanwo-Olu as the Chief host The Attorney General further noted that the Summit’s objectives will include addressing inadequate enforcement of laws, appraising the causes and consequences of delays in the justice system, exploring innovative strategies to expedite legal processes while highlighting the justice systems role in attracting investments and rebuilding investors confidence in the administration of justice. Mr. Lawal Pedro SAN, stressed that the event will feature Judges, Scholars, the Nigerian Bar Association, Police, Correctional Officers, Lawmakers, Private Sector Representatives and others, as this will foster a constructive dialogue to evaluate the past, present and chart a course for the future. Speaking earlier during her welcome address, the Solicitor General and Permanent Secretary, Mrs. Titilayo Shitta-bey Jeje, noted that there will be series of discussions aimed at addressing pressing challenges facing the justice system today. Mrs. Titilayo Shitta-bey Jeje further explained that the discussions will border on law enforcement for sustainable growth, the rule of law, alternative dispute resolution, equitable access to legal services while exploring innovative approaches and best practices from other jurisdictions that can be adapted to the justice system of Lagos State. “Our goal is to foster a collaborative environment where ideas and experiences can be freely exchanged, leading to actionable insights and concrete solutions”, she said. The Solicitor General urged all stakeholders to engage actively and contribute to this collective effort and shared commitment so as to make significant strides towards a just and equitable society. Other prominent dignitaries expected at the event include, the Chief Justice of Nigeria, Justice Olukayode Ariwoola GCON; Attorney General of the federation and Minister for Justice, Prince Lateef Fagbemi,SAN, Chief Judge of Lagos State, Hon. Justice Alogba; Speaker of the Lagos State House of Assembly, Mr. Mudasiru Obasa amongst others.

Lagos AG Commissions Newly Built Imota LNSC Station

..commends agency on recruiting officers from local communities In line with the present administrations commitment to the security of lives and property of the people of Lagos State as articulated in the Security and Governance pillar of the T.H.E.M.E.S + Plus Agenda, Lagos State Attorney General and Commissioner for Justice ,Mr Lawal Pedro ,SAN on Thursday, commissioned the newly built imota Lagos State Neighborhood Safety Corp Station at Imota LCDA, Lagos. Speaking at the official Commissioning of the Station,Mr. Lawal Pedro, SAN, noted that safeguarding the lives and properties of Lagos residents is paramount for the overall well-being and progress of the State. According to the Attorney General, the Imota LNSC Station, consisting of offices, a mini cell, store and conveniences, isn’t only remarkable but also affirms the commitment of the present administration in ensuring the safety and security of lives and properties in the State while serving as a vital hub for the Lagos Neighborhood Safety Corps (LNSC). “Commencing in January of this year and reaching completion this February, the Imota Station project underscores the Governor’s dedication even in the face of economic challenges gripping our nation. The timely execution of this project speaks volumes about the Governor’s resolve to prioritize the security of the people” he said. Mr. Lawal Pedro, SAN, further emphasized that security is the cornerstone of any responsible and responsive government, and the establishment of the Imota Station reflects the administration’s devotedness to creating a safe and secure environment for all. Whilst expressing gratitude towards attendees of the occasion, the Attorney General commended the LNSC for deliberately choosing officers from the local communities they serve, which in turn, embodies a grassroot approach to intelligence gathering and community policing. Speaking earlier, the General Manager LNSC, Prince Dr. Ifalade Oyekan, reiterated the commitment of the Agency which is to combat crime and tackle various security challenges while making Lagos State a habitable and safe place for residents in the State. Dr. Ifalade also noted that there are two other newly built stations, situated at Ijede and Orile-agege LCDA. The G.M, LNSC, applauded Mr. Governor, Lagos AG and key stakeholders for their continued support in the realization of this project while admonishing the Officers of the Division to reciprocate by delivering on their mandate as expressed by the Law. Dignitaries present includes the Executive Chairman Imota LCDA, Oba of Imota ,Balogun of Imota, Leader of the Imota Legislative Arm and Religious Leaders.

LAGOS AG CHARGES LAW OFFICERS ON EFFECTIVE SERVICE DELIVERY.

….to embrace transparency and accountability The Lagos State Government has urged law officers in the Ministry of Justice to brace up for change and effective service delivery in the administration of justice sector. The newly appointed Attorney General and Commissioner for Justice, Mr. Lawal Pedro (SAN), gave the charge on Tuesday during a reception ceremony in his honor with officials of the Ministry in the conference room of the ministry at the Secretariat, Alausa, Ikeja. He noted that the story of Lagos State Ministry of Justice has been of successes ,achievements and innovations. Adding that, the tradition of progressive governance has set the ministry apart and strengthened people’s belief in its ideology. “It imperative to understand that there will be obstacles left and right during the course of discharging our duties, it is also up to us to know that we can overcome these obstacles. Yes, hard problems may confront us, but we will also confront it. Every problem will lose its potency to our unity in the ministry of justice”, Mr. Lawal Pedro (SAN) further explained that the impending change would be targeted at building a positive public image through effective feedback mechanism and prompt, timely and courteous service, while urging law officers to embrace transparency and accountability in their official conduct “I ask you to join me on this journey to pilot the affairs of the ministry to greater heights. Let us vow to ourselves, and to posterity that we shall collectively rise up to build the legacy we have always hoped for”. He said. Speaking earlier,the Solicitor General and Permanent Secretary, Mrs. Titilayo Shitta-Bey-Jeje, noted that the ministry of justice is saddled with the primary responsibility of ensuring compliance with the rule of law. “Our mission here is to improve the delivery of Justice, through robustness and professionalism while maintaining synergy with all tiers of government”, she said. The Solicitor General further stressed, that the Ministry is also a multi-point bridge and an intermediary between the people and the State Government and is the first point of call in Justice Administration of the State. She however assured the Attorney General, that the staff will support him at all levels to ensure quick dispensation of justice while strengthening the rule of law in the State. Delivering the vote of thanks, the Director Civil Litigation, Mr. Hameed Oyenuga expressed immense gratitude towards the State Government, Solicitor General and other invited guests for gracing the occasion, while wishing the newly appointed Attorney General a successful tenure.
