PRESS RELEASE – SGBV AWARENESS MONTH: LAGOS MOJ FELICITATES WITH DSVA

The Lagos State Ministry of Justice on Monday, felicitates and received the Domestic and Sexual Violence Agency (DSVA) team led by the Executive Secretary, Mrs. Titilola Vivour-Adeniyi, as the agency continued its #TurnAlausaPurple Awareness Campaign to commemorate the month long awareness program themed “NotInMyLagos”. The Solicitor General and Permanent Secretary Ministry of Justice, Mrs. Titilayo Shitta-Bey-Jeje commended the Executive Secretary, DSVA, Mrs. Titilola Vivour-Adeniyi and her team for putting together the campaign all over the nooks and crannies of the State. Mrs Titilayo Shitta-bey-Jeje stressed that the theme “NotInMyLagos” is apt based on the compelling need to ensure that residents of the State realize that eradicating the menace of Sexual and Gender based Violence is a collective effort from all and sundry, while noting that violence against women and children will not be tolerated in Lagos State.

PRESS RELEASE: INMATES TAKE ADVANTAGE OF PLEA BARGAIN & RESTORATIVE JUSTICE IN LAGOS

Over 250 inmates in the Ikoyi and Kirikiri Medium Correctional Centres have so far taken advantage of the 2days Plea Bargain and Restorative Justice Sensitization Program recently organized by the Lagos State Ministry of Justice. The Director, Directorate of Public Prosecutions, Dr. Babajide Martins, made the disclosure at the Kirikiri Medium and Maximum Custodial Centres in Lagos where he led officials of the ministry to a Plea Bargain and Restorative Justice  Sensitization Session for Awaiting Trial Inmates. Dr. Martins said the process which is aimed at decongesting correctional facilities in Lagos State is in line with Governor Babajide Sanwo-olu’s reform initiative in the administration of criminal justice in the State. The Director explained that the Plea Bargain process which is in collaboration with the Lagos State Command of the National Correctional Centre, the State Judiciary and the Lagos State Police Command will assist in efforts geared towards reducing the population of inmates awaiting trials in Correctional facilities in the State. He noted that the Plea Bargain option is aimed at Prison decongestion and not a ploy to compel inmates to plead guilty to lesser Charges. Dr. Martins said the severity of the offence, length of sentences and acceptance or rejection of the offers by the Judge are major determinants in a Plea Bargain process. The Coordinator Restorative Justice Centre, Mrs. Adenike Oluwafemi noted that the Restorative Justice and Plea Bargain process is in compliance with the Lagos State Justice Law 2015 and a testament to the State Government’s commitment to a robust Administration of Criminal Justice in the State. “Restorative Justice is an approach to justice that aims to get offenders to take responsibility for their actions, to understand the harm they have caused, to give them an opportunity to redeem themselves, and to discourage them from causing further harm. For victims, its goal is to give them an active role in the process and to reduce feelings of anxiety and powerlessness”, she said. Oluwafemi stressed that the goals of the Lagos State Restorative Justice Programme include reduction of recidivism, increasing victim satisfaction, strengthening communities, decongestion of correctional Centres, reducing incarceration, and increasing public confidence in the justice system. The Deputy Controller of Corrections, Kirikiri Medium Custodial Centre, DCC Ogbuji C. Emeka was on hand to receive the entourage from Lagos State Ministry of Justice . Dr. Martins urged the inmates who have been awaiting trial for a long time to consider the Plea Bargain or Restorative Justice option.

PRESS RELEASE: LAGOS OFFERS FREE LEGAL CONSULTATION TO ALIMOSHO RESIDENTS

Concluding the Statewide Legal Clinic to different geographical areas of the State, the Lagos State Ministry of Justice on Wednesday provided free legal consultation to the residents of Alimosho area and its environs at the Alimosho Local Government Secretariat. Lagos Solicitor General and Permanent Secretary ,Ministry of Justice, Mrs. Titilayo Shitta-Bey-Jeje in her welcome address stated that the Joint legal clinic is an effort to have a one-stop-shop for legal advice for the residents of the State. Shitta Bey-Jeje ably represented by the Director Citizens Mediation Centre,Mrs Biola Oseni added that the Joint Legal Clinic team encompasses all legal cum Mediation services rendering directorates in the ministry which are; Office of Public Defender (OPD), Citizens Mediation Centre (CMC), Public Advice Centre (PAC); Community Service Unit, Witness Support Unit, Office of the Administrator-General & Public Trustee ,DPP(Plea Bargain ) and the Directorate of Citizens Rights (DCR). The Solicitor General said that the free legal clinic is in accordance with Governor Babajide Sanwo-Olu’s “T.H.E.M.E.S” Agenda of “Security and Governance” to ensure easy accessibility of legal services to all residents of the state. Mrs. Titilayo Shitta-Bey-Jeje stressed that the legal clinic is held yearly in the 5 divisions of the State to bring legal consultation closer to the people while sensitizing the residents on their rights in accordance with the rule of law and the availability of free legal centres across the State .7 She however urged Alimosho residents to support the State Government’s dream of building a crime-free State with respect for the law and fundamental basic human rights. In his words, The Chairman Alimosho Local Government, Hon. Jelili Sulaimon opined that one of the best ways to promote peace in any community is to have the people come together under one umbrella through sensitization and awareness programmes. Hon. Jelili urged residents of Alimosho to continuously be law-abiding citizens of the State as this will aid development in the community and its environs. While acknowledging the efforts of the State Government, Solicitor General, Ministry of Justice and its Agencies, he noted that his office will continue to promote peace and harmony within Alimosho area and its environs. A resident of Alimosho, Yetunde Olayiwola, expressed gratitude to the Lagos State Government and Ministry of Justice for hosting the Joint Legal Clinic in the community, saying it has widened her knowledge on some of the laws of Lagos State and her basic rights as a citizen. She implored other residents to take advantage of the Free Legal services rendered by the Ministry of Justice instead of resorting to self-help. Other attendees present includes Notable Rulers, Lawyers and Staff of Lagos State Ministry of Justice, Local Government Officials, Police Officers, Market traders and Alimosho Residents.

OPD RESCUES VICTIMS OF DEFILEMENT, HANDS SUSPECT TO POLICE

The Lagos State Office of the Public Defender (OPD), acting on a tip off has recently rescued four young girl victims of defilement in Ikorodu area of the State and a suspect Sunday Fatoba aged 41 years has been arrested by officers of the Nigeria Police in lgbogbo for investigation. The suspect was alleged to have had regular intercourse with the victims whose ages are between eleven (11)  and fourteen (14) years, and among them are siblings of the same parent, this continued until OPD got wind of the situation and got the perpetrator arrested. The arrest of the suspect was made possible through the information received by the OPD Ikorodu from a concerned member of the public. The community leaders thereafter collaborated with the Nigeria Police, lgbogbo to effect the arrest of the suspect and assist in the Police investigation. Reacting to the incident, the Director, Lagos State Office of the Public Defender (OPD), Mrs. Olubunmi Adesomoju commended the community leaders for standing by the law to promote justice for the victims. The Director urged community leaders and citizens within the State to join hands with the OPD in the fight against the violation of human rights, support protection of the vulnerable in the society and report cases of rape and defilement to the nearest office of the OPD. She assured members of the public that any information received from them would be treated with a despatch, and the identity of such informant would be protected with utmost confidentiality.

LASG OFFERS IBA RESIDENTS FREE LEGAL CONSULTATION

The Lagos State Government through the Ministry of Justice has once again extended its Joint Free Legal Clinic to residents of Iba on Tuesday at the Iba Local Council Development Area of the State. TheSolicitor-General and Permanent Secretary, Lagos State Ministry of Justice, Mrs. Titilayo Shitta-Bey-Jeje, represented by the Coordinator Restorative Justice Centre, Mrs. Adenike Oluwafemi in her welcome address stated that the Joint Free Legal Clinic is aimed at bringing awareness and also empowering the residents of Lagos State to seek and demand legal services offered by the State. The Solicitor General noted that access to justice is a basic fundamental human right and a principle of the rule of law. In the absence of access to justice, people are unable to exercise their rights or have their voice heard. “Having access to the right legal advice at the earliest point possible is crucial for residents who have complaints, to ensure they have the support and help they need”, she said. Mrs. Titilayo Shitta-Bey-Jeje stressed that the Lagos State Ministry of Justice and its Agencies are present to educate and deliver legal services to Iba residents at no cost which is in accordance with Governor Babajide Sanwo-Olu’s “T.H.E.M.E.S” Agenda to promote and ensure free access to justice by residents of the State. She however urged Iba residents to support the State Government’s dream of building a crime-free State with respect for the rule of law and fundamental human rights. On his part, the Chairman Iba Local Council Development Area, Hon. Isa Abiola Jubril, appreciated the laudable free legal clinic initiative. “Access to advice and support as early as possible is necessary in helping people navigate the legal system at a time of immense stress and difficulty. Alongside this, we welcome the State Government’s commitment to provide free access to justice for the people of Iba”, He said. Hon. Isa Abiola Jubril therefore extended his appreciation towards Governor Babajide Sanwo-Olu, Lagos State Ministry of Justice and its agencies for not only initiating the exercise but also for its bold steps in taking the legal clinic to the nooks and crannies of the State. He urged Iba residents to take full advantage of the legal services that will be provided by the Ministry of Justice and its agencies to ensure seamless alternative resolutions, easy dispensation of justice, and a peaceful co-existence among the people of Iba. PRESS RELEASEL: LASG PROVIDES FREE LEGAL SERVICES TO IBEJU-LEKKI RESIDENTS

In a bid to further strengthen the justice system and promote the rights  of citizens ,the Lagos State Government through the Ministry of Justice on Wednesday extended its Joint free legal Clinic to residents of Ibeju-Lekki and its environs held at the Ibeju-Lekki Local Government, Lagos. Speaking at the opening ceremony, the Solicitor General and Permanent Secretary, Ministry of Justice, Mrs  Titilayo Shitta-Bey-Jeje ably represented by The Director Citizens Mediation Centre (CMC), Mrs. Biola  Oseni, stated that all Lagos State residents must have access to justice irrespective of age, gender or socio- economic class. The Solicitor General also noted that the Directorates and Agencies in the Ministry of Justice offer free services in one or more particular areas which includes family disputes, landlord/tenant issues, domestic violence against women and children, estate properties of the deceased who has died without a will, amongst others. Mrs. Titilayo Shitta-Bey-Jeje further explained that the Joint Free Legal Clinic holds yearly at various communities across the State, to make legal consultation closer to the people while sensitizing the residents on their rights in accordance with the law and to ensure justice, promote peace and harmony among the citizens. She however urged the residents of Ibeju-Lekki and its environs to continue showing support to the State Government as this will promote a peaceful dialogue between the people and the government for harmonious coexistence and development in Ibeju Kingdom. The Chairman Ibeju-Lekki Local Government, Hon. Abdullahi Sesan Oluwa, represented by the Supervisor for Agriculture and Social Services, Hon. Kareem Olatunde Muyideen expressed gratitude for the laudable free legal initiative presented to the people of Ibeju-Lekki. Hon. Abdullahi Sesan Olowa also extended his gratitude to the Lagos State Government, Ministry of Justice and its agencies for including the indigenous people of Ibeju-Lekki kingdom in this excellent free legal exercise as this will further improve the harmony and balance among its people. In continuation of the State-wide Free Legal Consultation to ensure free access to justice, the Lagos State Ministry of Justice extended the exercise to Ikorodu community and its environs on Wednesday at the palace of the Adeboruwa of Igbogbo Kingdom,Oba Abdul Semiu Orimadegun Kasali Speaking at the Opening ceremony of the exercise,Lagos Solicitor-General and Permanent Secretary Ministry of Justice, Mrs. Titilayo Shitta-Bey-Jeje, stated that the free legal clinic is in accordance with Governor Babajide Sanwo-Olu’s “THEMES”  Agenda to ensure free access to legal services by residents of Lagos State. “The Joint Free Legal  is to ensure that people are aware of their fundamental human rights as residents of Lagos State and to ensure that everyone has access to justice”, she said. Mrs Shitta Bey-JeJe stressed that the legal clinic will be held at different communities across the State to take legal consultation closer to the people while promoting peace and harmony among its citizens. Speaking during the ceremony.the Adeboruwa of Igbogbo kingdom, Oba Abdul Semiu Orimadegun Kasali, a former Counsel of the State, noted that the initiative is meant to sensitize the residents of Ikorodu on their basic human rights and the appropriate agencies to contact when there’s an infringement on their rights as residents of the Community While urging his people to embrace alternative dispute resolution (ADR) and taking advantage of the free legal services rendered by the Ministry of Justice, Oba Kasali advised them not to take laws into their hands because there are consequences attached to such actions in the laws of Lagos State. In her opening remarks, the Solicitor-General and Permanent Secretary Ministry of Justice, Mrs. Titilayo Shitta-Bey-Jeje ably represented by the Director of Citizens’ Mediation Centre, Mrs. Abiola Oseni, stated that the free legal Clinic was organized to ensure residents of Epe get acquainted with the agencies and directorates of the Ministry and equally understand their respective roles. She also stated that the initiative was meant to educate and sensitize members of the public about their fundamental human rights and the appropriate agencies to consult whenever there’s an infringement on their rights as citizens of Lagos State. The Permanent Secretary further stressed that the State Government is very keen about the fundamental rights of the residents, reiterating the commitment of Governor Babajide Sanwo-Olu’s administration towards ensuring members of the public enjoy free and quick access to Justice. “The Joint Free Legal Clinic team which is made up of all legal service-oriented departments and agencies in the Ministry, includes the Office of Public Defender (OPD), Citizens’ Mediation Centre (CMC), Public Advice Centre (PAC), Community Service Unit (CSU), Office of the Administrator-General & Public Trustee (AG&PT), Directorate of Citizens Rights (DCR), and the Domestic and Sexual Violence Agency (DSVA) amongst others, are all here to render their services free of charge”. PRESS RELEASE: LAGOS MOJ TRAINS MAGISTRATES ON RESTORATIVE JUSTICE

As part of its efforts in the continuous decongestion of correctional facilities across the State and ensuring quick dispensation of justice, the Lagos State Ministry of Justice through the Restorative Justice Centre (RJC) on Tuesday,held a training session for Magistrates to further enhance and promote restorative justice in the Courts. In her welcome remarks at the training session held at the Ministry’s Conference room,the Solicitor General and Permanent Secretary Ministry of Justice, Mrs. Titilayo Shitta-bey -Jeje ably represented by Mrs. Olubunmi Olugasa, noted that restorative justice is an approach to justice that seeks to repair harm by providing an opportunity for those harmed and those who take responsibility for the harm to communicate and address their needs in the aftermath of a crime. According to the Solicitor General, restorative justice is based on understanding that crime is a violation of people and relationships while encouraging meaningful engagement and accountability that provides an opportunity for healing, reparation and reintegration into the society. “the goals of the Lagos State Restorative Justice programme includes, reduction of recidivism, increasing victim satisfaction, strengthening communities, reducing incarceration and increasing public confidence in the justice system”. Shitta-bey-Jeje further reiterated that the training session will present an opportunity to create more awareness about Restorative Justice as well as a platform to receive feedback from stakeholders(Magistrates )on how to improve and further strengthen the idea of restorative justice in the criminal justice system. Delivering her speech titled: Introduction to Restorative Justice (identifying cases fit for RJ and dealing with the outcome in court), Acting Director of the Lagos State Multi-door Court House, Mrs. Achere Cole, stated that restorative justice is a process that involves those who have a stake in a specific offense to collectively identify and address harms, needs and obligations in order to heal and put things as right as possible. “the corner posts of restorative justice comprises the inclusion of all parties, encountering the other party, reparation, reintegration of parties into their community and active accountability”. Mrs Cole during her interactive session with Magistrates stressed that restorative justice program deals with relatively minor offences with the exclusion of capital offences, sexual offences, kidnapping, domestic violence and terrorism under the Lagos State Judiciary Restorative Justice Practice Directions 2019. Achere explained that there are guidelines for screening and case admittance in restorative justice which includes policy consideration, mental health, age of offender, if they are a first time/multiple offender or a chemical abuser. she said that restorative justice is a flexible process which can take different forms depending on the community, program, case, participants, or circumstances. It also uses processes that may take place at all stages of the criminal justice system and can be used on both adults and youths. The Coordinator Restorative Justice Centre, Mrs. Adenike Oluwafemi noted that case referrals to the centre is only possible when both parties are willing to submit to the concept of restorative justice. “Referral forms are filled by the Magistrates, scanned and forwarded to the restorative justice centre’s email address where it is recorded and a time will be scheduled for both parties to meet” she said. Mrs Adenike also noted that the centre is always open to discuss matters and if it can’t be resolved, other resources will be provided to assist and support both parties. Delivering the Vote of thanks,the Assistant Coordinator Restorative Justice Centre, Mrs Temitope Soewu expressed immense gratitude to the Lagos State Government, the Solicitor General and Permanent Secretary Ministry of Justice, Directors and Magistrates for their support towards ensuring a speedy dispensation of justice in the State. The  one day interactive and educative training session was well attended by Magistrates of the States Judiciary and provided  opportunity to deliberate on the workability of Restorative Justice in their various courts.

The Office of the Lagos State Special Taskforce on Landgrabbers reinstate its core mandate of ensuring Prohibition of Forceful entry, Illegal Occupation of Landed Properties, Violent and Fraudulent conducts in relation to landed properties in Lagos State. 4.
