Welcome to the Directorate of Legislative Drafting. We are the legal draftsmen of the State—responsible for preparing executive bills, translating policy decisions into clear statutory framework, drafting subsidiary legislation, and reviewing laws to ensure progressive governance for Lagos State.
Olukemi Sowemimo (Mrs)
Director, Legislative Drafting
Olukemi Sowemimo (Mrs) is a State Counsel, currently serving as Director, and Head of the Directorate of Legislative Drafting.
She has built her career around public Sector Law and policy development, with a strong interest in good governance, institutional reform, and regulatory alignment. Before joining the public service, she had brief stint in the private sector with the Rank Xerox (Nig) Ltd and the Churchgate Group.
Her public sector experience spans several Ministries, Departments and Agencies, including the Office of the Administrator General and public Trustee. Her flair for policy in shaping governance has also taken her to the area of taxation and revenue and was involved in policies that shaped taxation and revenue in Lagos State under the Special Adviser, (Taxation & Revenue) during a period of significant Integrally Generated Revenue development in the State. She also worked at the Directorate of Public Prosecution for a short period.
Her professional experience spans diverse areas of law, including Wills and Estate administration, taxation and revenue policy, and land administration.
As former Deputy Registrar of Titles, she contributed to several policy initiatives in Lagos State Lands Registry, including policy alignment in titling and registration of legal instruments, especially the Process Check and Work flow improvements for titling and registration in the Lands Regisrty.
With over twelve years of experience of drafting Laws for Lagos State, Olukemi Sowemimo has played a vital role in legislative reforms aimed at strengthening social justice, regulatory efficiency and community development.
She holds LL.B., B.L., and LL.M. degrees, with specialization in property, secured credit transactions, land acquisition and planning, as well as specialized training in legislative and policy drafting.
Olukemi Sowemimo is passionate about using Law as a tool for inclusive governance and sustainable growth that brings about social justice and good governance, she is passionate about making Lagos State achieve its full potentials through the rule of Law.
