
DIRECTOR, LEGISLATIVE DRAFTING.
Mrs. Folashade Thomas-Orogan is a seasoned legal practitioner with over two decades of dedicated public service. Holding an LLB, BL and LLM, she brings a strong academic foundation, practical expertise, deep legal insight and analytical skill to every case.
Since joining the civil service in 1999, she has served in various Departments and Agencies steadily rising through the ranks.
She started off at the Lagos Water Corporation as a Senior Legal Officer and was transferred to the Ministry of Justice in 2003 where she worked at the Directorate of Commercial Law. In 2009, she was seconded to the New Towns Development Authority as the Legal Adviser till 2015.
She returned to the Ministry of Justice in 2015 and was posted to the Directorate of Legislative Drafting as a Deputy Director before she was posted to the Directorate of Commercial Law in 2018.
In March 2025, she was redeployed to the Directorate of Legislative Drafting to head the department.
Her extensive experience and forward-thinking approach has continued to make a positive impact within the civil service. She is known for her strong commitment to justice and meticulous approach to work.
She is a member of the Nigerian Bar Association and International Bar Association.
She is married with children.
CORE FUNCTIONS OF THE DIRECTORATE OF LEGISLATIVE DRAFTING
These are the five (5) main units under the Directorate of Legislative Drafting:
Legislation Drafting Unit
Chieftaincy Unit
Oaths Unit
Prerogative of Mercy Unit
Justice of the Peace Unit
Legislation Drafting Unit
Responsible for giving opinions and legal advice on proposed and subsidiary legislations
Preparing draft bills, draft amendment to existing legislations and subsidiary legislations such as regulations, Orders, Rules and other instruments for consideration by the Executive Council
Preparing various Council Memoranda and notes used for legislations and presentation of proposed subsidiary legislations for the consideration and approval of the Executive Council (EXCO)
Chieftaincy Unit
Perusing the administrative documents for recognition and installation of Baales and Obas under Part 2 and Part 1 of Obas and Chiefs laws of Lagos State,2015.
Vetting Draft Council memoranda in respect of Chieftaincy matters.
Attending meetings and seminars on behalf of the Hon. Attorney-General and Commissioner for Justice in respect of Chieftaincy matters.
Representing the State Government in Litigation on Chieftaincy matters.
Rendering legal advice on petitions on Chieftaincy matters

Administration of oaths of office to government appointees
Administration of oaths of secrecy on all government appointees, public servants and all MDAs
